講習会IOHA認証日測協認定オキュペイショナルハイジニスト倫理規程

オキュペイショナルハイジーンとは、労働者の福祉と健康の保護並びに社会全体の安全を目的として、化学的、物理的、生物学的又は人間工学的に有害な作用因子を特定し、これらの有害な因子へのばく露に起因したリスクの程度を評価し、健康障害を防止するためにこれらのリスクを管理する学問分野をいう。
［Occupational hygiene is the discipline which, with the objectives of protecting worker health and well-being and safeguarding the community at large, anticipates, recognizes, evaluates and controls health hazards due to harmful chemical, physical and biological agents and those related to human factors/ergonomics in the working environment.］

オキュペイショナルハイジニストとは、職場における労働者の健康障害を防止し、快適な作業環境を形成するため、事業者等が行う化学的、物理的、生物学的又は人間工学的に有害な作用因子についてのリスクの評価、管理等について、オキュペイショナルハイジーンの専門的技術的見地から推進し、必要な支援を行う専門家をいう。
［An occupational hygienist is a professional who works to prevent health impairments of workers in workplaces by promoting efforts by the employers in the evaluation and management of risks relating to harmful chemical, physical, biological agents and human factors/ergonomics by means of providing necessary support using expertise in the field of occupational hygiene.］

事業者による自律的安全衛生管理が重要となっている我が国においては、職場における化学的、物理的、生物学的又は人間工学的な様々の要因に対する事業者のリスク管理を支援するオキュペイショナルハイジーンの高度な専門家の必要性が高まっている。
［Autonomous management by employers in occupational safety and health is increasingly important in Japan, and there is an increasing requirement for advanced professionals such as occupational hygienists to support employers in managing risks arising from various chemical, physical and biological agents and those related to human factors/ergonomics in workplaces.］

このため、公益社団法人日本作業環境測定協会（以下「日測協」という。）は、オキュペイショナルハイジーンに関して高度の知識及び技術を有する専門家の養成に必要な専門研修のカリキュラムを定めるとともに、そのための教材を作成し、第一種作業環境測定士等一定以上の専門的な資格及び関連する分野における一定以上の専門的業務の経験を有する者が、当該研修を修了した後に、オキュペイショナルハイジニストとしての高度な知識及び技術を有するかどうかを評価する試験を受験して合格した場合に、その者の申請により「社団法人日本作業環境測定協会認定オキュペイショナルハイジニスト」として認定する制度を発足させ、平成22年度（2010年）から、その認定を受けた者が生まれている。
［Therefore, the Japan Association for Working Environment Measurement (JAWE, hereinafter referred to as "the association") has developed an advanced training curriculum and created teaching materials to produce professionals with advanced knowledge and skills in occupational hygiene. A person with a certain amount of professional experience in a specified eligible and relevant field such as a class I working environment measurement expert can undertake this training. This is followed by an examination to evaluate his/her advanced knowledge and skills as an occupational hygienist. Passing this examination makes the person eligible to apply for a "JAWE Certified Occupational Hygienist". The first such certified occupational hygienists were produced in 2010.］

この規程は、日本作業環境測定協会認定オキュペイショナルハイジニストが、その能力を十分に発揮し、事業場における労働者の健康障害の防止に適切に貢献するための最低限の倫理基準であり、かつ、その行動規範でもある。協会は、その認定オキュペイショナルハイジニストに対して職業的行動の基準として本規定の履行・遵守を強く求める。
［These standards are a minimum code of ethics to demonstrate the abilities of JAWE certified occupational hygienists and enable them to contribute appropriately to the prevention of health impairments of workers in workplaces, and represent a behavioral model for professionals. The association earnestly hopes that certified occupational hygienists will fulfill and conform to these standards as a basis for professional conduct.］

日本作業環境測定協会認定オキュペイショナルハイジニストは、労働者の健康と福利を守ることを第一の使命とし、その専門家としての役割と社会的責任を十分に自覚するとともに、誇りを持ってオキュペイショナルハイジーンの水準の向上と快適な作業環境の達成のため精励するものとする。
［The central duty of JAWE certified occupational hygienists is to safeguard the health and welfare of workers. They will dedicate themselves with pride to improving standards of occupational hygiene and achieving a pleasant work environment, being fully aware of their role as professionals and social responsibilities.］

1．法令と社会規範を遵守する。
　 Comply with laws and social norms.

1. オキュペイショナルハイジーンとその関連分野における職業上の行為に関する法令、政策、社会規範及び倫理基準を遵守すること。
   ［Comply with laws, policies, social norms and codes of ethics relating to professional conduct in occupational hygiene and related fields. ］
2. 認定証を適切に用い、教育、経験、能力及び業務の実施に関する信頼に足る正確な情報を第三者に供与すること。
   ［Use certification appropriately, and provide accurate information to third parties to justify their confidence in training, experience, ability and professional performance. ］
3. 資格取得及びその更新について正確で信頼しうる情報を協会に提供すること。
   ［Provide accurate and reliable information to the association on the acquisition of new qualifications and renewal of qualifications. ］
4. 日測協の行う倫理に関する情報収集に協力すること。
   ［Cooperate with the association in gathering information on ethics. ］

2．業務を遂行する上での倫理を堅持する。
　 Maintain ethical standards in the performance of your business.

1. 業務上で職業倫理の基準に明らかに反する行為を行わないこと。
   ［Take no actions in business which clearly contravene the standards of the code of ethics.］
2. 利益相反が顧客、事業者、労働者又は公共の合法的利益を損ねることなく、また、専門的判断に影響を及ぼさないこと。
   ［Do not allow a conflict of interest to harm a customer, employer, worker or public order, or influence your professional judgment.］
3. 顧客、事業者、労働者又は公衆に対し、利益相反の原因となり得る行為を回避すること。
   ［Avoid actions which may lead to a conflict of interest with a customer, employer, worker or member of the public.］
4. 業務の獲得及び職業上の判断に影響を与えることを意図した金品利徳の授受を慎むこと。
   ［Refrain from giving or accepting money or goods with the intention of acquiring business or granting influence on your professional judgment.］
5. オキュペイショナルハイジニストとしての業務や研究において、他者の知的所有権を認め、尊重し、信頼に足る完璧な対応を行うこと。
   ［Recognize and respect the intellectual property rights of others with regard to your activities and research as an occupational hygienist, and act impeccably to foster trust.］

3．技術と学識の向上に努め専門家として誠実な業務を行う。
　 Endeavour to build on your skills and learning, and conduct business sincerely as a professional.

1. 客観的、自主的、かつ、専門的な判断に基づき、良質な業務を提供すること。
   ［Provide quality services based on objective, independent and professional judgment.］
2. 自らの学術的バックグラウンド、知識技術、実際的経験その他に基づいて、専門的能力の限界をわきまえ、自分が対応できる確信を持つ範囲でオキュペイショナルハイジニストとしての業務を行うこと。
   ［Recognize the limits to your abilities based on personal scientific background, knowledge and skills, practical experience, etc., and practice as an occupational hygienist to the extent you are confident you can handle.］
3. 第三者に対して行う公告、宣伝及び費用・業務内容及び期待される結果についての見積もりについては、信頼に足る正確な説明を行うこと。
   ［Give accurate explanations of announcements or advertising made to a third party, fees and service details, and estimates of anticipated results so as to foster trust.］
4. 依頼に対して十分な職業上のサービスが自ら出来ない場合、他者の紹介について合理的範囲で努力すること。
   ［If you are unable to provide an adequate professional service in response to a request yourself, endeavor as far as is reasonable to recommend another party.］
5. 業務の遂行においては、顧客、雇用主、雇用者及び公衆が負傷し、又は損害を被るようなことがないように適切な安全衛生の手続きに従うこと。
   ［Follow appropriate safety and hygiene procedures in the performance of services to avoid causing injury or damage to a customer, employer, worker or member of the public.］
6. 業務の遂行においては、自ら安全衛生上のルールを守り、職場の模範となること。
   ［Follow your own safety and hygiene rules in the performance of services and be a good example in the workplace.］

4．秘密を守る。
　 Protect confidentiality.

1. 業務上知り得た秘密を守ること。ただし、その秘密が非合法的活動に関するものである場合、その秘密について司法若しくは行政当局から合法的に提供を求められた場合、その秘密について顧客若しくは事業者が明確に提供の権利を与えた場合又はその秘密の秘匿が労働者若しくは公衆に死亡若しくは重大な身体的危害を与える可能性が現実にある場合を除く。
   ［Observe confidentiality regarding information revealed in a professional capacity, except where such confidential information relates to illegal activities, where such confidential information is legally requested by the judiciary or administrative authorities, where the customer or employer has clearly given authority to provide such confidential information, or where it is likely that concealing such confidential information would lead to the death or serious bodily harm of a worker or member of the public.］

附則　本規程は平成24年4月19日から施行する。
